转型期中国养老产业基地系统规划框架初探

摘　　要：依据养老产业服务对象高龄化和产业体系综合化的特点,提出系统解决养老产业基地通过编制规划系统实现创造需求和价值提升的理论框架。作为养老产业基地的规划模式,应从养老产业的特点出发,在明确产业基地的战略定位基础上,坚持以人为本、生态优先、功能复合、自我造血循环等原则,谋划适应我国现阶段养老化需求的养老产业体系,并根据养老产业链的用地空间要求,结合地方场地特征,落实产业空间用地,策划养老产业重点项目,对项目和基地进行投融资规划,明确养老产业基地的资金需求和融资方式,确保项目落地,推进产业基地的实施建设。最后,以河南南阳麒麟湖养老产业基地系统规划的实践为例,对养老产业基地的系统规划模式进行实践总结。According to the pension industry-specific characteristics such as aging of the clients and the complex of the industrial system,the pension industry base planning and construction must start from the characteristics of the industry,adhere to people-oriented,ecological priority,functional complex,self-hematopoietic cycle principle etc. System planning concept proposes a system to solve the problems in pension industry base created through the planning needs and enhance the value of the theoretical framework. According to the land spatial needs of pension industrial chain,combined with local land conditions,we will design the key projects of pension industry,make investment plan for project and base,and ascertain the fund requirements and financing ways,and promote the construction of base. Finally,the author takes the Henan Nanyang Kirin Lake pension industrial base planning practice as an example,to summarize the pension industry base system planning practice.
