摘　　要：国民经济与社会发展规划、土地利用总体规划和城市总体规划在实际操作中存在诸多相互矛盾的问题。研究在编制《贵溪市中心城区近期建设规划(2011—2015)》背景下深入分析"三规"问题,借助"年度实施计划"弥补城市规划在时间序列上缺失的同时,探索在城市规划框架下搭建"三规"协调平台,阐述年度实施计划所能起到的协调作用,同时提出有效搭建平台的建议和方向。The Plan for national economic and social development, general land use planning, and urban master planning have lots of problems in implementation. Combining with the 'Immediate Plan of Center Urban Area, Guixi City(2011-2015)', the paper analyzes the problems of the three kinds of urban planning, with the help of 'Year implementation plan', offsets the deficiency of plan, constructs the integrated platform, explains the coordinate function of 'Year implementation plan', and put forward the suggest and direction.
