摘　　要：研究结合南通市通州区三余镇总体规划的编制,探讨经济后发地区的乡村建设发展应在有利于推进城市化、有利于改善农民生产生活条件、有利于保护农村生态和乡村特色、有利于集聚集约利用土地等资源的原则指导下,做到"三分两保",即划分适用不同建设发展政策的乡村地区、区分村庄类型、分级配置各项设施、保障农民的基本公共服务需求及保护与传承乡村特色。Combined with the thinking when drawing up the overall planning of Sanyu, the town located in Tongzhou district Nantong city, the paper puts forward the construction and development strategy of rural area should divide different local conditions, divide different type of village, divide different facilities deploying by grade, meanwhile, guarantee farmers' basic public services and ensure protecting rustic characteristics, which is called 'Three Divides and Two Guarantees ', guiding by the fundamental criterion whether it is favorable toward promoting urbanization, improving farmers' living and working conditions, protecting ecological and rustic characteristics, andaving the land resources.
