摘　　要：科技人才评价是科研管理工作的重要内容,是促进科技人才资源开发和管理的重要手段。本文运用层次分析法对林业科研人员综合能力进行系统研究,从基本素质、创新能力、学术水平、工作业绩4个方面出发,通过分析和筛选,确立了21项评价指标,并基于这些指标建立了评价指标体系,结合专家打分,应用层次分析法计算了体系中各指标的合成权重,并构建了评价模型,作为林业科研人员综合能力评判的工具。Evaluation of scientific research personnel is an important content of scientific research management and an important method to promotescientific and technologicalhuman resourcesdevelopment andmanagement. This paper studies the comprehensive capability of forestry scientific research personnel from basic quality,innovation,academic level and work performance based on the analytic hierarchy process. Through the analysis and screening,21 evaluation indexes were established and the combining weights were calculated using the analytic hierarchy process combined with expert scoring,and then evaluation model was constructed as a comprehensive evaluation method of forestry scientific research personnel.
