摘　　要：科研项目管理和经费管理是科研院所科研管理工作的核心。目前,我国科研项目和经费的管理还存在一些问题,比如"多部门管理"、"科研评价体系不健全"、"项目和经费管理脱节"等。本文通过分析目前科研项目和经费的管理现状,提出了构建科研院所科研项目和经费管理创新体系的一些想法。The management of scientific research projects and funds is the core of the administration of scientific research in scientific research institutions. At present,there exist some problems in terms of scientific research projects and funds management in our country,such as multi- department management,deficient scientific evaluation systems,disconnection between the management of projects and funds. Current situation of the management of science and technology is analyzed in this paper,and some suggestions are given for setting up an innovation management system for the management of scientific research projects and funds in scientific research.
