摘 要:基于我国8300万残疾人对社区康复服务需求现状的分析表明,残疾人康复需求仅有20%得到满足,社区康复服务能力建设严重滞后,专业康复人才数量不足、结构失衡成为制约社区康复服务业发展的瓶颈,亟待加强社区康复服务人才的培养。为今后5—10年尽快提升残疾人社区康复服务水平,需从专业设置、目标定位、模式创新等方面突破困境,以缩小与国际社会特别是发展中国家的差距。结合我国目前一线社工专业人才短缺现象和相关调查分析,探讨了社工专业人才培养应依托社会需求,分层分类分批发展,加快以实务为导向的社工专业人才培养模式改革,并实行正规教育与短期培训有机结合机制等若干问题。Based on the analysis of the current situation of community rehabilitation service needs of the disabled in China ( 83, 000,000 in total) ,it is found that only 20% of rehabilitation needs are met,community rehabilitation service ability construction is seriously lagging behind,the shortage of professional rehabilitation talents and structural imbalance have become a bottleneck restricting the development of community rehabilitation services,leading to the necessity of strengthening the cultivation of community rehabilitation service personnel. In order to enhance the disabled community rehabilitation service level as soon as possible and narrow the gap between China and the international community-the developing countries in particular,it is advised to break the predicaments from professional setting,target orientation,mode innovation during the next 5-10 years. Combined with the current phenomenon of professional social worker shortage and the related investigation and analysis,it is held that professional social worker training should be based on the needs of the society,classification development should be supported,talent training mode reform can be sped up,which should be practice-oriented,and formal education and short-term training can be integrated.
