摘　　要：针对国家居民生活用电阶梯电价政策的实行,结合广东电网公司2013年低压费控电能表试点应用工作,本文分析了广东省冬夏两季双轨阶梯电价政策实行对本地费控电能表提出的技术要求,阐述了本地费控电能表阶梯电价准确结算的重要性,通过介绍本地费控电能表计量功能和费控功能,解析了本地费控电能表阶梯电价功能的实现形式,并举例说明了本地费控电能表同时执行阶梯电价和峰谷电价时用户电费结算方式,认为本地费控电能表具备支持和推动国家实行阶梯电价的功能。With the tiered pricing for electricity policy has been put into practice by the government, this paper analy-zes the summer and winter combined tiered pricing for electricity policy of Guangdong Province in the background of Guangdong Power Gird’ s pilot work of the application for the local cost control electric energy meter, points out the technical requirements to the electric energy meter, expounds the importance of the settlement function in the local cost control electric energy meter. Also the paper analyzes how the tiered pricing for electricity realized in the local cost control electric energy meter through the introduction of the measurement and cost control advantages of the local cost control electric energy meter, and considers that the local cost control electric energy meter has the function of supporting and promoting the implementation of tiered pricing for electricity.
