摘　　要：工业是国民经济的主体,也是能源消耗、碳排放的主要领域,低碳经济实现的关键在于低碳生产,低碳发展的重点应放在产业部门。因此,发展低碳产业,构建低碳产业体系是推进低碳经济、实现经济转型的重要环节。文章从工业节能减排、优化能源结构、大力发展现代服务业、打造低碳产业链和促进低碳产业集群等方面构建了低碳产业体系,并从完善节能减排统计监测体系、制订低碳产业发展规划、完善市场机制、推进制度创新和法律体系建设等方面提出了相应的政策建议。Industry is the main part of national economy and it consumes most of the energy at the same time,contributes the most of total carbon emission; therefore,the most important point on building a low carbon economy system should be focused on the secondary industry and the emphasis on low carbon production is the key of realization of low carbon development. As a result,the development of low carbon industry and the construction of a low carbon economic system are both essentials in the process of national economy transformation and progress of low carbon economy. This article depicts a blue picture on establishing low carbon economy by taking consideration of improvement on industrial efficiency of energy usage and carbon emission,optimization of energy structure,development on modern service industry,building low carbon industry chains,promotion of low carbon industrial clusters and other aspects. This article also suggests practical policy advice on enhancement on energy and emission monitoring system,issue of regulations on development of low carbon industry,optimization on market mechanism,advancement on institutional innovation,perfection on corresponding legal system and other dimensions.
