摘　　要：随着我国经济长期快速地发展,社会面貌发生了翻天覆地的变化,但大气污染问题也日渐突出,其发生的频度、持续的时间及影响的范围都有增大的趋势,对社会的进一步发展形成了巨大的压力。如何解决好环境与发展的问题已经成为各级政府和社会各界必须面对的重大问题。该研究在分析兰州市大气污染的特征、主要原因以及治理体系存在问题的基础上,提出综合应用质量管理的理念、模式及工具对兰州市大气污染管理体系进行持续地改进,从而提升该体系运作的适应性。With our long- term economic development,the society has undergone tremendous changes,air pollution problems have become increasingly prominent,there has a tendency to increase the frequency of its occurrence,the duration and scope of the society further development of the formation of the enormous pressure. How to solve the problems of environment and development has become a major problem at all levels of government and the community must face. On the basis of analysis of the characteristics of the air pollution in Lanzhou City,the main reason,as well as governance system problems and submit a comprehensive application quality management concepts,models and tools continued to improve the management system of air pollution in Lanzhou City,so as to enhance the adaptability of the system operation.
