摘　　要：民办教育的发展与经济领域的四次革命一样,这些"边缘性"主角一开始或多或少的都被政府所忽视,但逐渐多的"边缘革命"肇起的影响则引起了政府和全社会的关注,其间均经历过由政府或意识形态从打击或阻碍、限制、歧视,到默许、引导、促进和扶持成势,并逐步规范的一个艰难成长过程。The development of private education is similar to the four marginal revolutions in the economic field.In the beginning,these 'marginal' protagonists are more or less ignored by the government,but the increasing influence of more 'marginal revolutions' catch the attention of government and the whole society.Their development experienced a process with different attitudes from the government and ideological perception of cracking down,restriction,discrimination to guidance,promotion and support.
