我国民办高校创办者群体特征及其政策启示

摘　　要：创办者在民办高校发展中扮演着极其重要的角色。调查结果表明,民办高校创办者以男性居多,平均年龄偏大,接班人选择问题迫在眉睫;创办者具有良好的教育背景,相当比例的创办者具有学校(尤其是大学)工作经历;创办者中中共党员和民主党派成员的比例较高,具有较高政治身份;部分创办者希望获得经济回报,但更多创办者的办学动机是非功利性的。应在宏观政策上给予民办高校创办者更广阔的探索空间,同时在学校内部建立完善的法人治理结构以对创办者权力进行必要的监督和制约。The founders of private universities and colleges played very important roles in the development of private higher education in China.The investigation showed that the founders tended to be males and older,which made the successor problem urgent;they had outstanding education background,and most of them possessed the work experience in universities and colleges;they were politically elites,most of whom were members of the CCP or the democratic parties;part of the founders wanted to obtain economic returns,but more founders for the non-utility motive.Then,it should give the founders of private universities and colleges wider space exploration in the macroeconomic policy;and construct the perfect corporative governance structure inside the universities and colleges,to supervise and inspect the power of founders.
