科技进步视角下的河北省经济增长质量分析

摘　　要：经济增长质量是政府和学术界关注的热点问题之一。本文提出从科技进步的视角探讨经济增长质量问题的研究思路,并从科技进步贡献率和科技投入与经济增长因果关系两方面探讨河北省经济增长质量问题。研究结果表明,河北省经济增长质量不高,仍属于投资拉动型经济增长模式。通过重视转变政府职能、调整产业结构、提高劳动贡献率、加大科技投入、提高能源效率以及重视京津冀协同发展等措施,才能扭转河北省经济增长中科技进步贡献程度低的状况。The economic growth quality is one of the hot issues for both government and academia. This paper puts forward the idea of exploring the economic growth quality from the perspective of science and technology progress,and investigates the economic growth in Hebei province in relation to the contribution rate of science and technology progress and the investment on science and technology,respectively.The findings indicate that the economy in Hebei province belongs to the investment- driven growth mode due to the fact that its growth quality is not high. This paper is concluded with a series of measures to improve the current situation of low contribution rate of science and technology progress to economic growth,i. e.,to attach adequate importance to the transformation of government function,to adjust the industrial structure,to heighten the contribution rate of labor,to increase investment on science and technology,to improve energy efficiency and to focus on the collaborative development of Beijing,Tianjin and Hebei.
