跨行政区域创新体系下创新主体间协同创新模式研究

摘　　要：创新主体间协同创新模式影响跨行政区域创新要素流动、分配及组合。从不同地位与不同交流形式两个角度梳理了跨行政区域创新主体间的协同创新模式,重点分析了强政府推动型与弱政府扶持型协同创新机理,界定了不同资源禀赋、不同交流形式下的协同创新,针对跨行政区协同创新制约因素提出了相关建议。Model of innovative synergy between innovative subjects influences flowing,distribution and portfolio of innova-tive elements across administrative region.From the two perspectives of different roles and different forms of communica-tion,this paper summarizes the models of innovative synergy between innovative subjects,analyzes specially the innova-tive synergy of strong government-driven and of weak government support in different government roles,and defines inno-vative synergy of different resource characteristics and different forms of communication that is contract,co-partnership, base cooperation and fund cooperation.According to the restricting factors of the innovative synergy across administrative regions,the paper puts forward many the measures to promote innovative synergy.
