摘　　要：群众路线是中国共产党夺取政权的重要法宝,也是中国共产党领导人民致力于现代化建设的关键。如何看待群众、如何看待精英,以及如何看待群众与精英之间的关系,民粹主义和精英主义两种政治思潮有迥然不同的理解,形成了两种不同的、相互冲突的群众路线观。对群众路线的不同理解,使国家治理面临一些困难。应对这些困难,需要民主的制度和程序。The mass line is an important weapon by which the CPC(communist party of China) comes to power,and also the key that the leaders of the CPC lead people to devote to modernization construction. However,the mass line,as an important method and tool of state governance,is facing some differences in concept and some difficulties in practice. How to understand the masses, the elite and their mutual relationship,the following two political thoughts,as populism and elitism, have entirely different understanding,so that two different and conflicting views of the mass line come into being. The different understanding of the mass line make the state governance get into contradictions and difficulties. Dealing with these contradictions and difficulties need democratic institutions and procedures.
