论公共价值视野下我国公共体育服务改革取向

摘　　要：运用文献资料,逻辑归纳等研究方法,针对我国公共体育服务的改革取向进行了深入的探讨。研究旨在将公共价值管理理论与我国公共体育服务改革进行有机融合,为改革取向寻求理论和实践支撑。在评述公共价值内涵及其理论主张的基础上,剖析了在公共体育服务过程、服务结果、信任与合法性三个层面存在的公共价值简缺之症结。借鉴西方国家应对公共服务"合法化危机"的举措,提出了我国公共体育服务在价值取向、行政体系、绩效评定以及网络平台四个方向的改革建议。研究价值在于引导社会对公共体育服务的民主性、公共性、高效性以及信任与合法性形成正确的认识,促进我国公共体育服务的可持续发展。In this paper,we conducted in-depth discussion on the reform orientation of public sport services in China using documents,logical analysis and other methods.The study aims to effectively integrate the latest theories on public administration–theories on public value management with the reform of public sport services in China so as to seek theoretical and practical support for the reform orientation.On the basis of making comments on the connotation of public value and its theoretical proposition,we analyzed the cruxes to the absence of public values in the three aspects of public sports service process,service results,trust and legitimacy.Based on the initiatives of the Western countries in response to the'legalization crisis'in public services,we put forward the suggestions on reform of public sport services in China from the four directions of value orientation,administrative system,performance assessment and network platform.The research value lies in guiding the social community to form a correct understanding of the democratic and public nature,efficiency,trust and legitimacy of pubic sport services so as to promote sustainable development of public sport services.
