摘 要:农村人力资源是推动农村经济发展及城镇化进程的重要力量。长期以来,由于受政府、农村劳动力、市场等因素的影响,我国农村人力资源的开发和利用一直驻足不前。本文基于安徽省的实证研究,对上述影响因素进行了定性和定量的分析,探究其作用机理及运行机制,并提出了转变政府职能,积极引导农村人力资源开发;提升农村劳动力进行人力资源投资开发的意识;强化市场资源配置的导向作用等政策措施。Rural human resource is an important force to promote rural economic development and urbanization process. For a long time,influenced by the government,rural labors,market and other factors,the development and utilization of rural human resource in China has been holding back on. This paper,based on an empirical research on Anhui Province,makes a qualitative and quantitative analysis on the influencing factors above,explores its action mechanism and operation mechanism,and presents policy measures such as the transformation of government functions and active guidance of rural human resources development; the promotion of the consciousness of the rural labors investment in human resources development; strengthening of the guiding role of market allocation of resources.
