摘　　要：加拿大与美国经济高度一体化,加拿大工会很大程度是在美国工会帮助下发展起来的,但两国工会率近几十年来却呈现极为不同的发展趋势,引起学界关注。通过比较两国公共部门工会、政治文化、工会理念和劳资关系法等方面的差异,在阐述两国各自特点的同时,两国工会率差异的主要原因也得到了说明。Canada and the USA are high degree of economic integration, and the Canadian unions have developed under the American unions' support and governance. However, the trends of the union density in the two countries are obviously different since 1960 s. The article makes a thorough inquiry by comparatively discussion of the public sector unions, political culture, union's values and the labor laws which infl uence the union density, while highlighting the characteristics of the two countries.
