摘　　要：监测评估是适应我国高等教育发展新常态而出现的一种高等教育质量保障新类型。它是利用现代信息技术持续收集和深入分析有关信息,直观呈现高等教育状态,为多元主体价值判断和科学决策提供客观依据的过程。全面实施高等教育监测评估,必须深刻理解高等教育监测评估的内涵,准确把握其四大特征:常态监测教育教学过程;用数据说话呈现教育质量;及时反馈与持续改进教育教学质量;多元主体对质量状况进行价值判断。同时从制度建设、遵循原则、制定指标和保障机制等方面明确实施路径。Monitoring evaluation is a new type of higher education's quality assurance with the emergence of China's new normal of high education's development.In order to present higher education's status directly and provide an objective basis for multi-agent value judgments and scientific decision-making,monitoring evaluation will take use of modern information technology to collect and analyze the related information.The connotation and characteristics of higher education's monitoring and evaluation include:monitoring teaching process regularly,showing the quality of education by data,feedbacking and improving teaching quality and multi-agent value judgments.It should clear the implementation path from constructing institutions,following principles,constituting indicators and improving mechanisms.
