百元起付线的杠杆效应:岚皋县镇级卫生院起付线上全报销制度创新分析

摘　　要：基于陕西岚皋县镇级卫生院起付线上全报销制度创新实践,分析其创新举措、效果与经验。研究发现该项创新以100元起付线为支点,以创新镇级卫生院住院报销制度为核心,以镇级卫生院能力建设、管理监督、人员激励、政策宣传为后盾,实现了区域卫生资源的合理配置、镇级卫生院医疗服务水平的提升和新型农村合作医疗基金使用的优化,值得其他地方借鉴。Based on the innovative practice of full reimbursement system for hospitalization expenses in township hospitals of Lan-gao in Shannxi, it analyzed its measurement, effects and lessons. The study found that the innovation used 100 yuan as the startingline, set the innovation hospitalization reimbursement system of township hospitals as the connation, made the capability establish-ment, management supervision, staff incentives and policy advocacy as the back support. It realized the reasonable allocation of fieldhealth resource, the promotion of medical service level in township hospitals and the optimization for funding usage of new rural coop-erative medical system, which is worthy of reference for other places.
