2006—2013年我国乡镇卫生院卫生服务效率分析

摘　　要：目的:分析2006—2013年我国乡镇卫生院投入与产出情况,评估全要素生产率。方法:收集各年度"中国卫生统计年鉴"以及各类卫生统计月报、季报等乡镇卫生院相关资料,采用DEA方法中的Malmquist指数模型测算乡镇卫生院全要素生产率变化情况。结果:2006—2013年我国乡镇卫生院排序靠前多数为东部省市,2006—2013年我国乡镇卫生院生产率指数均值1.058,技术进步指数平均值1.042,技术效率指数平均值1.016,2006—2013年间我国乡镇卫生院卫生服务效率保持增长,技术进步是增长的主要原因。结论:要继续加大对中西部地区的卫生资源投入;东部地区乡镇卫生院的发展要注重卫生资源的优化配置。Objective:To analyze the input and output situation of China township health centers and evaluate total factor produc-tion efficiency.Methods:Using data of township health centers coming from Chinese Health Statistics Yearbook,month report andquarterly report to measure the changes of total factor production efficiency by Malmquist Index Model of data envelopment analysis(DEA).Results:From 2006 to 2014,township health centers of eastern provinces performed better;Malmquist productivity indexof Chinese township health centers was 1.058,technical improvement index was 1.042 and average technical efficiency index was1.016.From 2006 to 2013,health service efficiency of township health centers in China developed well and technical advance wasthe main reason.Conclusion:It needed to increase the health resource input in west and middle regions;eastearn region should con-centrate on optimization allocation of health resources.
