摘　　要：西柏坡时期中共中央和毛泽东立的"规矩"是多方面的。其中为建立新中国所订立的政治制度与原则是:创立人民民主专政的国体制度;确立人民代表大会的政体制度;确立共产党领导的多党合作和政治协商制度;确立实行民族区域自治制度;确立国家实行民主集中制制度,不搞三权鼎立;确定走社会主义道路原则;确定中国共产党领导原则;确定以马列主义、毛泽东思想为国家指导思想原则。为中国共产党的组织和干部订立的规矩是:要召开好地方各级党代表大会;要健全党委制;要开好干部会议;党委会要有科学的工作方法;要加强执行中央政策纪律;领导者要力戒骄傲;要把理论学习当作一个政治任务;要继续保持两个"务必"作风;进京"赶考"要考个好成绩。In the period of Xibaipo,the Central Committee of the Communist Party of China( CPC) and Mao Ze-dong made some rules in many aspects. And the political systems and principles for a New China include the national system of people's democratic dictatorship,political system of people's congress,and some principles of socialist road,leadership of the CPC,guiding principle of Marxism,Leninism and Mao Ze-dong Thought. The rules for the organization of the CPC and cadres include Party's representative congress at all levels,strengthening the disciplines,putting theoretical study as a political task,keeping a good style and a good government.
