地方政府竞争对城市用地扩张的传导机制研究——以广东省为例

摘　　要：本文以广东省为例,利用2007-2012年设区市层面的面板数据,采用面板数据因果检验及回归分析等计量经济学分析工具,实证分析了地方政府竞争对城市用地扩张的传导机制。研究结果表明地方政府竞争对城市用地扩张的影响是通过如下四层逻辑关系进行传导的:1地方政府进行竞争的过程中,存在工业用地低价出让的行为;2地方政府工业用地低价出让具备引资功能;3资本净流入存在如下溢出效应:固定资产投资增加、经济增长、人口聚集、商住用地出让金增加;4资本流入的溢出效应对城市用地扩张具有明显正向作用。基于以上逻辑关系,认为固定资产投资增加、经济增长、人口聚集、商住用地出让金增加等溢出效应是城市用地扩张的表层原因,根本原因是迫使地方政府进行竞争的制度因素。This paper took municipality panel data for Guangdong province as an example from2007 to 2012 and empirically analyzed the transmission mechanism of competition among local governments to urban land expansion. We used the methods of panel data causality testing and regression analysis and found that competition among local governments had an obvious influence on urban land expansion,but the influence was indirect. Further research showed that competition among local governments influenced urban land expansion through the following layer logic relations.(1)In the process of competition among local governments,there was the behavior of downtick in industrial land.(2)This behavior of downtick in industrial land can bring investment inflows,in other words,the behavior of downtick in industrial land had the function of capital inflow.(3) Net capital inflow had positive effects on the following four aspects:increase in investment in fixed assets,economic growth,population growth and increase of transaction fund of commercial and residential land.(4)The increase of investment in fixed assets,economic growth,population growth and the increase of transaction funds of commercial and residential land that we called spillover effects of capital inflow to the urban land expansion had obvious positive effects.Based on the above four layer logic relations,we conclude that the increase of investment in fixed assets,economic growth,population growth and increase in transaction funds of commercial and residential land are the surface reasons for urban land expansion;the root causes of urban land expansion are institutional factors forcing local governments to compete.
