低碳经济背景下中国旅游产业发展模式研究

摘　　要：在低碳经济背景下研究旅游产业发展模式对中国旅游产业发展具有重要意义。基于数据包络方法与方向性环境距离函数,构建低碳经济视角下的旅游经济增长与旅游业碳排放分解模型,对旅游产业发展模式作出了分析与解读。研究发现:环境全要素生产率对旅游经济增长的边际贡献先负后正,以2008年为分界点;资源要素投入对旅游经济增长的抑制作用较大;碳排放效应对旅游经济增长具有较大的正面影响,多数地区主要是以牺牲生态环境为代价,推进旅游经济增长;旅游业环境结构特质产生显著的负面影响,生态环境破坏所带来的负面效应对旅游经济增长产生不利影响;环境全要素生产率对旅游业碳减排起到较大促进作用,资源要素投入却助推了碳排放量上升,但旅游业内部结构变化是旅游业碳排放不断攀升的主要原因;中国旅游产业整体上属于"资源浪费、环境污染型",其中东部与中部地区旅游业存在从"资源浪费、环境污染型"向"资源节约、环境友好型"转变的趋势。It is of great significance to study development of the tourism industry under a background of a low carbon economy. Here,we conducted a decomposition model of tourism economic growth and tourism carbon emissions based on data envelopment analysis and directional environment distance function,and made a delineation and interpretation of the tourism economic development pattern. We found that the marginal contribution of environmental total factor productivity to tourism economic growth was positive at first and negative later(the year2008 is a demarcation point). Resource inputs have negative impacts on tourism economic growth.The effect of carbon emissions to the marginal contribution of tourism economic growth is positive,and the amount of the corresponding margin contribution is higher. This suggests that most areas mainly sacrifice the ecological environment to promote tourism growth by simply expanding the size of tourist reception. Environmental structural characteristics result from an inhibitive effect on tourism economic growth. The negative effects of ecological damage caused by tourism is gradually the fruit of economic development. In addition,environmental total factor productivity controls tourism carbon emissions and resource inputs promote tourism carbon emissions,but structural change in the tourist industry is the main driving force boosting the increase in tourism carbon emissions. China's tourist industry is one of resource waste and environmental pollution,but eastern and central parts of China are moving towards resource saving and environment friendliness.
