摘　　要：我国自1999年开始实施退耕还林政策,2003年颁布了《退耕还林条例》,至今已十年。本文试图分析《退耕还林政策》实施十年的路径,进一步提出完善方法,促进退耕还林政策的法制化路径发展。Our country started to implement the policy of returning farmland to forest since 1999, promulgated the 'Regulations' returning farmland to forest in 2003, it has been ten years. This paper attempts to analyze ' the path of the policy of returning farmland to forest' ten years of implementation, further improve the legal system,promote the development path of returning farmland to forest policy.
