援非农业技术示范中心运行的现状、问题及对策——以中国—莫桑比克农业技术示范中心为例

摘　　要：在世界经济与政治格局迅速变化的新形势下,中国与非洲的长期发展合作已经在双边政府层面达成共识。技术援助是中非农业合作的重要途径,配套建设农业技术示范中心是中国对非洲进行技术援助的重点项目,然而,该项目的具体运行尚无可借鉴的成熟模式。本文通过对中国首个在非洲建成的农业技术示范中心进行实地考察,以此作为典型案例,分析了当前中国对非洲农业技术援助项目运行的现状,指出农业技术示范中心运行存在政府层面的后续跟进支持不足、运营过程物资进口效率低下、硬件设施规划不完善、中方人员物资安全保障有待加强、与当地部门或研究机构实质合作力度不够等问题。基于这些问题,本文提出了相关建议。With the new trend of the economic and political change of the world,the agreement regarding a long term cooperation and development between China and Africa has been achieved at the central government level of the two parties.The technical assistance is the vital part of the Sino-Africa cooperation in agriculture,and constructing agricultural demonstration centers in African countries is the major form of the ongoing aid projects.However,there is rare well-being model to learn for its implement.This paper conducts a field research in the first Chinese Agricultural Demonstration Center in Mozambique,takes it as the typical case and points out five issues of the Agricultural Technology Demonstration Center project,including the lack of successive follow-up and support from the government level,the low efficiency of importing materials during the operation,the improper design of the facilities,the security issue of the Chinese staff and property,and the lack of the substantial cooperation with the local department or research institutes.Based on these issues,this study proposes the potential measures and suggestions that could be taken to improve the efficiency of Chinese technical assistance in Africa.
