摘　　要：加拿大农业巨灾风险分散体系并不是一个独立的体系,而是隐含于加拿大农业政策管理体系中。从应对农业巨灾风险的主体来看,加拿大农业巨灾风险分散体系包括非政府主体应对巨灾风险的措施和政府应对巨灾风险的措施,其中,政府应对巨灾风险的措施主要包括一些临时项目和应对农业灾害的商业风险管理计划。农业再保险制度也是加拿大农业巨灾风险体系的一部分。从灾害发生后不同时间段的应对措施来看,加拿大农业巨灾风险分散体系是层级式的体系——即时应对措施、二级应对措施和长期应对措施。加拿大农业巨灾风险分散体系形成的基础、过程和模式都有值得其他国家借鉴的经验。The system of spreading agricultural catastrophic risk in Canada(ACRC)is not an independent system and lies in the agricultural management system.From the view of main subjects dealing with the ACRC,the system of spreading the ACRC includes measures settled by both non-governments and governments.Measures settled by governments consist of some contemporary programs and the Business Risk Management in Agricultural Policy Framework.The system of agricultural reinsurance is also a part of the system of spreading the ACRC.From the view of time period of dealing with the ACRC,the system is hierarchical:initial response,secondary response,longer term response.The system of spreading the ACRC in Canada employs some valuable lessons for other countries in the aspects of legal basis,forming process and concrete modes.
