摘　　要：文章从科学发展观与土地利用总体规划的关系入手,对我国正在实施的土地利用总体规划与科学发展观理念相背离的现状进行剖析。提出了以科学发展观为指导,进行新一轮土地利用总体规划修编的具体建议,为树立真实意义的弹性规划理念,重新审视土地利用总体规划的目标重点,准确把握土地利用总体规划的功能定位,规划科学性和可操作性的全面提升和规划实施监管力度的加大以及规划编制公众参与的真正实现,有一定的推动作用。The paper begins with the relationship between scientific development idea and general planning of land use.Because of the deviation of actual general planning of land use from scientific development idea,some suggestions are made to guide its new revision based on scientific development idea:actual realization of dynamic planning;reconsidera- tion of planning aim;right positional understanding of planning function;improvement of planning rationality and operation;strengthening of planning supervision;real public partici- pation absent in planning revision.
