摘  要:根据船闸服务水平的最新研究成果,重点探讨了将其应用于船闸扩建工程国民经济评价的途径和方法。研究工作的重点在于合理确定船闸扩建工程前后船舶待闸经济损失的计算,并结合京杭运河苏北段淮安船闸、施桥船闸的具体情况进行了扩建工程的国民经济评价。研究结果表明,新建淮安三线船闸是十分迫切和必要的,四线船闸的建设在经济上也是可行的;至于施桥三线船闸的建设目前还不具备条件。Based on the research of the level of service at a waterway lock (LOSWL), a new method for economic evaluation of waterway lock projects is developed and can be used to study the layout and management of a waterway lock. According to the calculation of the economic losses for ship delays, an economic measurement of LOSWL is studied and applied to the economic evaluation of these projects.Taking Huai'an and Shiqiao locks, located on the Grand Canal in the northern part of Jiangsu province,as examples, the results of research show that the third chamber for Huai'an Shiplock is very exigent and necessary to be built and the fourth is also economically feasible,but the expansion of shiqiao shiplock depends on the development of freight.
