关于非政府组织法律援助的思考

摘　　要：非政府组织法律援助是指由非政府组织或个人对因经济困难及其他因素而难以通过通常意义上的法律救济手段保障自身基本权利的社会弱者,自愿提供无偿性的法律帮助,具有补充性、志愿性、公益性和有限性的特点。在系统阐述我国非政府组织法律援助主体、职能、对象、范围和形式的基础上,笔者提出非政府组织法律援助的进一步发展主要有三个障碍:缺乏规范、资金不足、人力有限。为了进一步完善非政府组织法律援助,笔者建议完善相关立法、提倡法律援助的社会化、加强各法律援助主体之间的交流与合作。Non-government organization legal aid means that non-government organization or individual offer voluntary and free legal aid to those puny , who can't defend their own basic rights through common relief avenue because of poverty and other factors. Non-government organization Legal aid has four characters: complementary, voluntary, commonweal and limited. On the basis of setting forth the subject, object, function, scope and formal of the Chinese non-government organization legal aid, the article puts forward that further development has three main handicaps: empty of regulation, short of fund and lacking manpower. In order to perfecting non-government organization legal aid, legislation, socialization, communication and cooperation is absolutely necessary.
