摘  要:淮河中游行蓄洪区进洪频繁,一直是治淮的难点和重点。本文回顾了淮河行蓄洪区的形成与变更,分析了行蓄洪区运用方式的变化及安全建设经过,指出不同时期的社会经济发展对行蓄洪区治理提出不同的要求。提出要从战略高度重新审视蓄滞洪区的布局与建设,在研究行蓄洪区的运用与建设问题时,要体现以人为本的原则。为了有效调度、运用行蓄洪区,达到防洪减灾的目的,首先要实施行蓄洪区调整与改造工程,其次,要继续开展与全面建设小康社会相适应的安全建设,同时,实施人口外迁工程,安排必要的内部治理项目,加强行蓄洪区管理。Flood has affected the regions for floodway and flood retention in the middle Huaihe River frequently. How to improve the regions is a hard nut in harnessing rivers. The authors reviewed the formation and evolution of the regions, analyzed the operation mode and safety building of the regions. Social and economical development at different periods brought about different demands and countermeasures. It was necessary to reconsider the overall arrangement and construction of the floodway and flood retention basins from a strategic point of view according to the principle of 'taking people as the main concern'. Comprehensive measures shoud be adopted to reduce flood damage, including regulation of the regions, rehabilitation of structures, relocation of residents, safety building, floodplain management and so on.
