摘　　要：完善城市规划修编和调整程序应从如下几个方面入手:实行城市总体规划修编和调整报告制度、认定制度,健全专家技术论证评审制度,发挥省城市规划审查委员会的全面协调职能,认真做好城市总体规划规模核定工作,依法履行城市总体规划审批手续。The methods to perfect the revision ofcity planning and the adjustment procedure includethe following:the system of overall revision of thecity planning and adjustment of report,the cogni-zance system,the perfection of the system of tech-nical examination and approval by experts,the fulluse of the coordination role of the provincial com-mittee for examination and approval for city planning,the effort to check and ratify the size of the cityplanning and the legal performance of the examina-tion and approval of the city master plan,etc.[
