摘　　要：党的十六大提出了全面建设小康社会的战略目标,这一目标的实现离不开健全的社会保障体系。本文在对我国社会保障现状进行分析的基础上,指出我国社会保障立法应坚持以人为本的理念,首先解决失业保险问题,保证中央立法、地方立法、部门规章与WTO规则一致,强化社会保障的实施机制。The 16th conference has put forward the strategy of building a well-to-do society completely,and the building of a well-to-do society needs a healthy social security system which can make a This paper analyses the present situation of our social security and puts forward that the legislation of social security should base on the people,resolve the unemployment insurance,ensure the consistency of central legislation,local legislation,regulation of departments and WTO and strengthen the implement of social security.
