创建学习型政府组织的困境及其对策

摘　　要：学习型政府组织是一种建立在团体学习基础之上的、新型的、服务性政府组织。目前,传统的政府组织理论和组织结构的弊端,学习意识淡泊、学习观念存在偏差,学习制度和机制的不完善或缺乏则是我们创建学习型政府组织所面临的主要困境。我们要解决这些困境,就要认真学习学习型政府组织理论,确立先进的学习理念;积极推进传统的政府组织调整或改革,建立起与学习相适应的政府组织结构;建立和完善相应的学习制度机制。A studying government organization is a kind of new and service-oriented government organization that is based on studying in groups. Currently, the flaw of the theories and structure of traditional government organization, the weakening and deviation of study consciousness and being not perfect or lack of studying mechanism are the main predicaments of setting up a studying government organization. To solve these predicaments, we should study hard the organization theories of studying government and establish the advanced conception of study, positively adjust or reform the structure of the traditional government organization, establish and perfect the corresponding mechanism of study.
