摘　　要：1689～1783年是英国历史上的第一帝国时期。英帝国的建立和发展依赖于其强大的海军力量,第一帝国在某种意义上可以说就是一个海洋帝国,或者说是大西洋帝国。第一帝国是在重商主义指导下的帝国,它所追求的就是商业利益,而这一切利益的获得离不开其海上霸权,为了保护日益发展的海上贸易,一支强大的海军和完整的海军基地系统是不可缺少的,从某种意义说,贸易和海上力量只是一个问题的两个方面而已。1689 to 1783 was the time of the First Empire in British history. The establishment and the development of British Empire rested on its powerful naval force. In a sense, the First Empire was a sea empire, or the Atlantic empire. The First Empire was an empire helped by the mercantilism. The commercial interest was the goal it pursued. To gain all the interests, Britain had its hegemony on sea. Therefore, it was utmost important to have a strong navy and a complete naval base system. Trade and naval force are, to some extent, two aspects of one issue.
