摘　　要：一九九零年苏联修宪的实质是废除共产党的领导权,将苏联的权力中心从苏共中央书记处转移到总统及其领导下的总统委员会、联邦委员会。这次修宪是苏共的自取灭亡,其结果是苏共垮台和苏联解体。The essence of amending consitution of the Soviet in 1990 is to get rid of the leadership of the communist party and to transfer the power central from the central secretary section of the Soviet communist party to the president and the committte leaded by him. The constitution amended is for the Soviet communist party totake the road to her doom,and its result is that the Soviet communist party lost her power and the Soviet is splited.
