人口老龄化背景下南京市养老保险基金运行状况

摘　　要：面对南京市老年人口总量持续增加、抚养比快速上升且高龄化增势明显的老龄化发展趋势,该市的养老保险基金运作中存在着养老金缺口增大、个人帐户空帐运行、养老金工资替代率偏高等问题。据此,建议采取扩大养老保险覆盖范围、分别征集和管理统筹基金和个人帐户、鼓励开办企业年金等补充养老计划等措施,以有效解决问题并防范养老金风险。In face of increasing aged population and dramatic rise in support ratio in Nanjing City, the operations of pension fund come with such problems as big pension deficit, short account, and high ratio of replacement by wage, etc. The paper thus suggests that the coverage of pension should be expanded, the general funds and individual accounts should be established and regulated, and also supplementary pension plans like enterprise annuity should be participated so as to solve the said problems effectively and avoid pension risks.
