全球化、人类安全与后SARS时代——两岸非传统安全的新议题

摘　　要：全球化的到来同时也促成了风险的全球化。一场严重急性呼吸综合症(SARS)颠覆了全球乐观主义与传统的国家安全观 ,凸显主流的社群开始关切以往被忽略的有关人类安全的问题。本文即从SARS所引发的对人类安全的关注着手 ,思辨台湾海峡两岸之间在“后SARS时代”的新安全关系 ,并陈述对未来两岸关系的看法。本文认为 ,以人类安全作为全球化拓展的基础 ,可以建立两岸对于人类安全的共识 ,并建构一种以人为主体的“理想的言说情境” ,共同捍卫人类的普世价值 。The advent of globalization also brings about a globalizing of risks.The outbreak of SARS dampens global optimism and the traditional national security concept,bringing to the limelight the heretofore neglected issue of human security.Based on a human security approach as highlighted by SARS,and after reflecting on the new security relations across the Taiwan Strait in the post SARS era,the essay explores future cross Strait relations.The essay concludes that if human security is taken as the basis of the expanding globalization,a common consensus on human security can be easily achieved across the Strait.In other words,if an ideal discourse,valuing humanity above all else,can be constructed to defend the universal values of mankind,the authorities across the Strait most likely will be able find a resolution to the Taiwan Question.
