摘 要:为了充分挖掘防洪标准方案评价指标样本中的数据信息,以合理确定各评价指标的权重,提出用基于加速遗传算法的投影寻踪方法提取方案之间各样本数据的变化信息所反映的各评价指标的权重,用基于加速遗传算法的改进层次分析法提取评价指标之间各样本数据的变化信息所反映的各评价指标的权重,综合这2种权重得到各评价指标的组合权重,进而构造了优选城市防洪标准方案的一种新方法(ICWM)。结果表明:ICWM利用样本数据的信息比常规方法充分,所提供的决策信息比较丰富、客观,计算结果稳定;ICWM在各种实际工程方案优选中具有推广应用价值。Optimal selection of city flood control standard schemes is very important in city sustainable development, where the main difficulty is how to determine reasonable weights of evaluation indexes of city flood control standard schemes by directly utilizing objective information of evaluation indexes sample data. For this reason, scheme-variety weights of evaluation indexes were estimated by using projection pursuit. Index-variety weights of evaluation indexes were estimated by improved analytic hierarchy process based on accelerating genetic algorithm. The combined weights of evaluation indexes were gained through integrating scheme-variety weights and index-variety weights, comprehensive index values for evaluating city flood control standard schemes were obtained according to the combined weights and standardization values of evaluation indexes, and then a new method, named ICWM, was constructed for optimal selection of city flood control standard schemes. The result shows the samples information is mined more sufficiently. The decision-making information is more rich and practical provided by ICWM than by the common methods. ICWM is both simple and general. Its computation result is stability. So ICWM can be applied in optimal selection of different practical engineering schemes.
