摘　　要：我国目前正面临加速工业化与必需矿产供给不足之间的矛盾。随着《中国的矿产资源政策》白皮书的首次发表 ,我国短缺矿产资源的开放型保障问题再度成为社会关注的焦点。本文论证了我国实施短缺矿产开放型保障战略的紧迫性和现实可行性 ,分析了与我国短缺矿产开放型保障相关的主要问题 ,并结合中国国情。China is facing a contradiction between accelerating industrialization and shortened supply of necessary mineral resources at present. After the first publication of the White Paper about《The Mineral Resources' Policy In China》, the opening style safeguard problems about China's shortening mineral resources has become the social focus once more. The paper defines and demonstrates the urgency and feasibility of realizing China's opening style safeguard strategy to shortening mineral resources, points out and analyses the main problems about this strategy, at the same time the paper puts forward some suggestions in accordance with the Chinese circumstances and the global mineral situation.
