摘　　要：从现代图书馆发展的历史看,是现代图书馆观念催生了图书馆事业的立法;并非借助法律的权威和力量来传播现代图书馆观念,提高社会对图书馆的认知度。From the view of the history of the modern library development, it is the modern library conceptsthat have quickened the birth of the legislation for the undertaking of library. It isn't true that propagate themodern library concept through the authority and strength of the law and improve the social cognition degreeof the library.[
