沿海农村公共福利变迁与建设研究——以宁海县黄坛杨村为个案

摘　　要：文章通过对个案的实地调查,分析了20年来沿海农村公共福利的变迁与建设,农村公共福利包括农村居民物质福利的改善、生活环境的改良、精神福利建设等方面。文章用详实的个案数据论证了沿海农村的公共福利建设成果,并运用层次分析法(AHP)对公共福利进行了量化测算。个案研究结果表明,沿海农村公共福利建设是卓有成效的,即使公共福利概念在农村和农民心中并不清晰。Based on an onthespot investigation of case survey, the paper analyzes the evolution and construction of rural public welfare of the latest twenty years. Rural public welfare includes improvement of material welfare of peasants, melioration of living surroundings and construction of spirit welfare, etc. The paper demonstrates construction results of public welfare of coastal rural areas with detailed data. At the same time the paper constructs AHP model to carry out quantitative analysis. The case survey results show that the public welfare constructions of coastal rural areas is effective, although the concept of public welfare is obscure to peasants.
