全球海盗事件不断发生 实施ISPS规则势在必行

摘　　要：美国“9.11”恐怖事件发生以后,反对恐怖主义成了美国乃至全球共同关注的热门话题。国际海事组织面临全球海盗事件不断发生的严峻形势,出台了一系列海上保安措施。文章介绍了近年来发生的海盗事件及IMO关于实施ISPS规则的有关内容。Since the 'September 11' terrorist attack occurred in the United States,anti-terrorism has become a hot topic in the U.S. and the world as well. Aware of the critical situation of maritime security, IMO has put forward a series of coutermeasures. The article introduces piracy incidents occurred in the recent years,and the relevant content with regard to the implementation of ISPS Code.
