新分税制下区级经济发展初探

摘　　要：财政管理体制的改革,给区级财政的发展带来了新的挑战和机遇。本文结合财政体制改革和区级经济建设的实际,分析了财政体制改革对区级财政的影响,阐述了在新分税制下区级经济建设的新特点,提出了在新分税制下如何调动区级政府生财、聚财、理财的积极性及加强区级经济建设的思路和举措。The reform of finanical aducinistration system has brought about the new chanenges and opportunities for the district finance. Associating with the reality of reform about the financial system and of development about regional economy, this article analyses the influences of finanical system reform upon the district finance, it eleborates the new features of reqional economy development under the nwe shared-tax system, it puts forward the measuiement of how to mobilize the reqional goverment's initiative on making money, amassing funds and managing property as well as how to stiengthen the construction of district economy.
