摘　　要：从技术和管理两个角度 ,围绕指标体系、分析模型和管理体制三个方面 ,综合分析水资源可持续利用的“判别—优化—保障”模式 ,包括建立判断水资源利用状况的评价指标体系 ;提出以水资源的可持续利用支持社会经济可持续发展的水资源合理配置模型和多目标分析模型 ;在分析国外流域水资源管理经验的基础上 ,提出保障流域水资源可持续利用的管理对策 .From the angles of technique and management, the present research is focused on the index system, analyzing model, and management system for river basin water resources. A sustainable water resources utilization mode is recommended as the judgment-optimization-guarantee procedure, including the establishment of an indicator system to evaluate the status of water resources utilization, development of a reasonable water resources allocation model and a multiple-objective analysis model for sustainable socio-economic development. Management strategies are proposed to ensure the sustainable utilization of river basin water resources on the basis of analysis of some experiences from foreign countries.
