关于我国电子化政府热的现状与思考

摘　　要：目前,电子化政府已成为世界各国建立透明政府的热点和趋势,我国自1999年推进“政府上网”工程以来,各地政府电子化已有所推进,但我国政府信息公开程度较低,为社会提供信息的方式和渠道过少,程序方面缺乏保障和救济等问题严重阻碍了政府电子化的发展。通过对我国电子化政府的涵义、特征及发展现状的分析,借鉴西方国家法制和历史的实践经验,提出了制定“政府信息公开法”,转变政府管理职能,提高公务员素质和行政效率,确保电子安全等有效措施,以推进民主政治的进程。In recent years,electric government has become the word wild trend and hotspot of setting up the local transparent government.Since 1999,China puts forward the'Government Network project',the parochial government has greatly pushed the government being electrified,but our level about government information publicity is so low and the relief process is so few that it badly obstructs the development of the government's electrician.Through the depicting and analysis on the definition,character and development conditions of the government electrician,and explaining the legal system of the west country and history practice,the author puts forward some measures,such as setting up the law of the government information publicity,transforming the government managing function,improving the civil servant diathesis and administrative efficiency so as to insure the electric safety and push the process of the democracy and the policy.
