城镇职工基本医疗保险制度运行质量评价初论

摘　　要：我国已在全国范围内逐步建立完善城镇职工基本医疗保险制度 ,至今已经运行了 5年 ,有必要对该制度的运行质量进行系统的评价。文章从该制度的政策目标出发 ,运用层次分析方法和系统理论 ,提出了评价指标体系的基本评价要素—公平性、效率、质量和可持续性 。The urban employee basic medical insurance system that is gradually established and perfected in the whole country has been operated for 5 years. It is necessary to systematically evaluate its performance. Based on the policy goals of the system and with AHP method and systemic theory, this paper puts forward the primary elements of index system of evaluation of performance, which are equity, efficiency, quality and sustainability. This paper also discusses the connotation of the elements.
