摘　　要：　本文旨在通过列举村委会选举与居委会选举中存在的区别,从而探寻它们之间产生差别的经济原因。由此推论,任何民主选举都必须真正反映民意,即人民的利益。否则,选举成了走形式,民主也成了虚假的民主,民众的选举积极性会遭到严重挫伤,国家管理则走向专制,难以跳出王朝兴衰更迭的"周期率"。This paper is intended to find out the economic causes through a list of differences between the elections of villagers' and residents' committee. From this we can conclude that any democratic election must be made according to the will of the peopler, which shows people's interests. Otherwise election would be a formal one and democracy would not be true so that people's enthusiasm for vote would decrease. Eventually,the state management would become an autocratic one which follows the periodic rate of the rise and fall of the past dynaties.
