新形势下上海外来流动人口管理的新思路

摘　　要：外来流动人口的增加和外来人口管理方面新政策的出台,使现阶段的外来人口管理工作面临着许多新情况和新问题。因此,我们必须首先转变外来人口管理的传统观念,并在证件管理、流动人口总量、流动人口管理信息化、流动人口社区化管理和自我管理等方面做出根本性的变革。We have been faced with many new problems and situations because of increasing quantity of transient population and the appearance of new policies in transient population administration. So we must change the traditional ideas and make transformations in the certificate administration, the total amount of transient population, information management, socialized management and self- management about transient population.
