摘　　要：文章系统地介绍了电子政务的功能、目标、发展现状以及实现的技术手段 ,着重分析了电子政务建设中存在的问题 。This paper systematically introduces the functions, targets and developing situation of E-government, puts forward the technical measures for its realizing, emphatically analyzes the problems existing in the construction of E-government, and advances some basic principles.
