摘 要:以价值工程和电力系统可靠性理论为指导,提出一种新颖的发电竞争模式。该模式以电厂作为一个独立竞争单位,首先给出电厂价值评估因子的概念,在此基础上建立了计及经济性和可靠性的发电竞争联合优化模型。该模型兼顾了发电厂商和用户利益,采用系统内所有竞争电厂价值评估因子之和最小、用户用电总费用最小的双层目标函数,以系统电力平衡、电厂出力限制等为模型约束条件。以等耗量微增率原理确定各竞争电厂出力初值,应用非线性规划方法求解该模型,其结果可为公平、合理地制定发电计划提供量化决策依据。算例分析证明了该方法的合理性。A novel model based on the comprehensive analysis of the operation model in electricity generation market is developed with the guidelines of the value engineering theory and the power system reliability theory. This paper proposes the concept of plant-value-evaluation-factor (PVEF) and constructs an improved competition model taking into account the economy and reliability of units. This problem is described as an optimal plan model with two object functions considering economic benefit of plants and consumers, which are the minimum of PVEFs of the selected generation plants and the minimum of the consumers' expenses, and some restraint conditions, such as power balance and plant output. This model can be solved by general nonlinear programming method and the initial value can be obtained by the equal loss of micro-incremental-rate principle. The results of the model may contribute to making decision for drawing up a proper plan of power generation. Some examples show that the novel model is an efficient and convenient method.
